Blubber's Waveracer Hire is a shop found in the Town Center of Jolly Roger's Lagoon in Banjo-Tooie. It is a waveracer hire owned by Captain Blubber, and is where he is found in the game. When interacted with, he explains that his business hasn't been going well, as his waveracers were all shipwrecked and the last one was eaten by a big fish. He offers Banjo his last possession, a pair of Turbo Trainers, for 1 Doubloon. Once that is bought, he runs out of the place happily, saying he will take part of the quiz night at Jolly's, as he could win 1000 Doubloons and get himself a "fancy new flying machine".
A Jinjo and a Signpost hinting at Roysten's reward after being saved in Spiral Mountain can both also be found in the store.
