The ability to swim fast underwater is learned when Banjo and Kazooie save Roysten, who is trapped under the boulder in Spiral Mountain. Use the Bill Drill on the boulder and pick up Roysten and then jump into the moat around Spiral Mountain to release him. He will thank Banjo and Kazooie for saving him by giving them this ability.
