Guvnors are the main stock enemy of Grunty Industries in Banjo-Tooie. These short-tempered, hard-hatted baddies can be found on all five floors of the factory, and even outside on the roof. Although these bad guys do not have any special attacks or abilities, the large monkey wrenches that they swing give them a wide and deadly attack range.
When Banjo and Kazooie approach, they scream and chase after them like the S'Hards do.
Their behavior is identically to the S'Hards.
