Jolly Roger is the mayor of Jolly Roger's Lagoon and the owner of the tavern in Banjo-Tooie. He displays several homosexual tendencies, but this may be coincidental. He's depressed due to the fact that his partner, Merry Maggie, has disappeared. When the duo return with her, Jolly rewards them with a Jiggy.
Jolly is one of the playable characters in Banjo-Pilot. He also appears in Banjo-Kazooie: Nuts & Bolts. Now known as Jolly Dodger, he sells you black market Jiggies.
