the water storage is an area in Glitter Gulch Mine which contains two huge water tanks. In one of them there is a cheato page. In the other one there's a jinjo. To collect it you must go to Jolly Roger's Lagoon and enter one of the water supply pipes that will lead on the top of the water tank.
Between the two tanks there is a dirty pool. Swim underwater to get a Treble Clef
