Jolly Roger is the mayor of Jolly Roger's Lagoon and the owner of the tavern in Banjo-Tooie. He displays several homosexual tendencies, but this may be coincidental. He's depressed due to the fact that his partner, Merry Maggie, has disappeared. When the duo return with her, Jolly rewards them with a Jiggy.

Jolly is one of the playable characters in Banjo-Pilot. He also appears in Banjo-Kazooie: Nuts & Bolts where he is now known as Jolly Dodger and sells you black market Jiggies.
Trivia
- If you find Jolly Dodger in Showdown Town, he might open his briefcase, revealing game boxes of the as-of-yet unreleased Killer Instinct 3 (abbreviated as KI3 on the boxes).
