An IP address is often dynamic and switches between internet locations meaning you will soon be banning innocent people. Even for static addresses a permanent ban on the IP means you are permanently banning many people because of one person. It makes sense to make an IP ban temporary to prevent disruption but someone who wants to ban evade could just use a vpn or move to a public place so a permanent IP ban does nothing to them")
