Kazooie can only use the Wading Boots once she has learned the Stilt Stride ability.
Wading Boots are green boots that, with the Stilt Stride move, can be temporarily worn by Kazooie in Banjo-Kazooie and Banjo-Tooie, allowing her and Banjo to walk above hazards in the ground. While they will automatically disappear after a certain ammount of time, pressing N64 will do that earlier.

The boots are time-limited, so the pair must work quickly to cross the terrain before they expire. Pressing N64 will end the effect early before the time limit has expired. Wearing Wading Boots causes Kazooie to walk slower in Banjo-Kazooie, but the speed does not change in Banjo-Tooie. However, jumping is impaired in both games. Kazooie can use the Wading Boots by herself but Banjo cannot. The Wading Boots are used less often in Banjo-Tooie than its predecessor.
In Banjo-Kazooie, Wading Boots slowed down the duo, but their speed is not affected in Banjo-Tooie. The height of Kazooie's jumps with the boots on is lower in both games, however.
